Scott Feit
CPC, CPA, QPA, QKA, QKC, ERPA
Chief Executive Officer
Scott Feit, Principal, Founder and CEO of Prime Pensions, has over 25 years of experience as a pension consultant, designing, implementing and administering thousands of corporate retirement plans. Scott is a member of the American Society of Pension Professionals & Actuaries (ASPPA), he is a Certified Pension Consultant (CPC), Qualified Pension Administrator (QPA), Qualified 401(k) Consultant (QKC) and a Qualified 401(k) Administrator (QKA).
Scott is also an Enrolled Retirement Plan Agent (ERPA). As an Enrolled Retirement Plan Agent, Scott is allowed to represent companies before the Internal Revenue Service on retirement plan matters. Scott has written and published several articles on various retirement plan topics and he has lectured extensively on 401(k), profit sharing and pension plans. Scott worked as a CPA in the early 90’s with Arthur Andersen after graduating from Bucknell University with an accounting degree.
Tim Mathews
Chief Financial Officer
Tim Mathews joined Prime Pensions in 2024 as the Chief Financial Officer. He brings 25+ years of financial expertise and industry experience including prior leadership roles with Johnson & Johnson, Newport Group, and HealthComp. Tim oversees PPI’s Finance and Accounting functions and is focused on implementing best practices to PPI’s financial operations as well as driving effective business decision-making through robust analytics. In addition, Tim brings experience in several areas including M&A, pricing, and FP&A process transformation.
Tim is a graduate of the University of California, San Diego and holds an MBA from Duke University’s Fuqua School of Business.
Eric Brickman
Chief Operating Officer
Eric Brickman joined Prime Pensions as Chief Operating Officer in 2024. He has 30 years of experience leading and scaling fast-growing companies across the retirement, benefits, insurance, wealth management and financial wellness verticals. As COO, Eric oversees global business operations, service delivery, customer success, client experience and technology solutions.
Prior to joining Prime Pensions, Eric was one of the original founders of Newport Group, (acquired by Ascensus), growing it from a start-up to one of the nation’s leading full-service, workplace retirement, executive benefits and fiduciary consulting services providers, exceeding $300 billion in assets under administration (AUA). He also served as COO of Candidly, a nextgen AI-based, workplace financial wellness, student loan and savings optimization solution where he oversaw the company’s Series A and Series B growth stages. Additionally, Eric was Managing Director, Strategy and Innovation for Prudential Financial where he led multiple strategic growth initiatives across it’s individual and institutional businesses. Eric continues to act as a Strategic Advisor to various early stage fintechs.
Eric holds a bachelor’s degree in marketing and economics from Muhlenberg College and an MBA from Seton Hall University. He completed Executive International Studies programs at Seton Hall University and Northwestern University’s Kellogg School of Management.
Eric’s efforts have earned national recognition including Fast Company’s List of Most Innovative Companies, Forbes Top 50 in Fintech, Inc. Magazine’s Best in Financial Services, multiple Fintech Breakthrough Awards, a Wealthie Award for Best Retirement Innovation and numerous Best in Class Awards from Dalbar and Plan Sponsor Magazine.
Rucelle Dizon
Chief Corporate Development Officer
Rucelle Dizon is the Chief Corporate Development Officer at Prime Pensions Inc. In her role, Rucelle is responsible for driving the development and execution of inorganic growth strategies. Rucelle has 25 years of experience leading strategic acquisitions across Human Capital Management, Industrials and Market Research companies. Rucelle is a frequent Guest Lecturer at Rutgers Business School.
Most recently, Rucelle was Head of M&A + Strategic Partnerships at Circana. Prior to Circana, Rucelle led M&A activity for TE’s ~$4.0bn Industrials Segment. During her career at TE, Rucelle deployed ~$0.5bn in capital for strategic acquisitions across the Aerospace & Defense, Industrials and Medical business units. Prior to TE, Rucelle spent ~10 years in ADP’s Corporate M&A group where she deployed $1.5bn of capital on acquisitions, led a $2.0bn spin-off of ADP’s dealer services business and divested half a dozen companies which generated $0.5bn+ of capital to shareholders.
Rucelle began her career as an investment banker focused on the Telecom, Media and Technology industry at JPMorgan and Credit Suisse where she worked on a wide range of transactions including, acquisitions, divestitures, restructuring as well as equity and debt financing.
Rucelle holds an MBA from the Columbia Business School and a B.S. in Finance and Information Systems from New York University’s Stern School of Business.
Jason Strand
Chief Accounting Officer
Jason is the Senior Vice President of Prime Pensions and is a Certified Public Accountant (CPA). Prior to joining the company in 2021, Jason was a Director at Bank of America Merrill Lynch holding various legal entity and management financial reporting roles.
After graduating from Bucknell University with a Bachelor of Science in Business Administration degree in Accounting, Jason began his career at Arthur Andersen working in the Financial Markets Audit Division.
Marc M. Roberts

President, Associated Pension Consultants
Marc M. Roberts joined Associated Pension Consultants (APC) in 1983, now managing the firm in Sacramento, CA. He completed undergraduate studies in Economics at the University of California, Davis and earned a Master’s Degree in Finance from California State University, Sacramento.
Marc is an Affiliate Member of the American Society of Pension Professionals & Actuaries (ASPPA), and formerly served on the Board of Directors of the Western Pension and Benefits Conference (WP&BC).
Marc is past Chairman and a founding member of the American Institute of Retirement Education (AIRE). He has met with members of Congress and consulted with numerous Federal Agencies to provide insight regarding issues relating to small business retirement plans. Mr. Roberts is currently sits on the ASPPA Government Affairs Committee.
Heidi Bigley

Heidi has over 20 years of experience as a Retirement Plan Consultant, providing design, implementation, administration, plan governance, fiduciary oversight, audit representation, and personalized consulting services to businesses sponsoring defined contribution plans.
She has a deeply technical background, with extensive experience working with complex plan designs, applying unique compliance testing strategies, as well as identifying and resolving challenging compliance issues, earning a reputation for high-touch service and technical expertise.
Heidi enjoys building relationships with her clients as well as developing and supporting an exceptionally talented team. Heidi is a graduate of Oregon State University and resides in the Pacific Northwest with her husband and son.
David Strom
QKA, QKC, QPA
President, Prime Retirement Solutions, LLC
David leads Prime Retirement Solutions, LLC. to provide high quality, cost-effective services for our clients. He is a creative retirement plan expert who designs, consults and administers qualified retirement plans for profitable businesses and non-profit organizations of all sizes. He specializes in cash balance plans and pension plans to provide for enhanced tax-deferred retirement contributions for partners and shareholders of closely held firms.
David communicates the complex technical rules of qualified plans in an understandable and down to earth way to put his clients at ease. David is a member of the American Society of Pension Professionals and Actuaries (ASPPA) and has the Qualified Plan Administrator (QPA), Qualified 401(k) Administrator (QKA), and the Qualified 401(k) Consultant (QKC) designations.
He attended UCLA where he graduated summa cum laude.
Martin Smith

Managing Principal and Consulting Actuary, Northwest Retirement Plan Consultants
With 40 years’ experience in the retirement plan industry, he is particularly skilled in Cash Balance / Defined Benefit and 401(k) combination plans. At Northwest Retirement Plan Consultants, his focus is the development of new business and strategic partnerships for the firm, client consulting, complex plan design, and providing professional continuing education (CE) seminars.
Martin graduated Magna Cum Laude with Degrees in Mathematics and Economics. He also holds industry designations through the Conference of Consulting Actuaries (FCA), the Joint Board for the Enrollment of Actuaries (EA), the American Academy of Actuaries (MAAA), and the Society of Enrolled Actuaries (MSEA).
He has served on the Education and Examination committee for the National Institute of Pension Administrators (NIPA), and the Governmental Affairs Committee (GAC) of the American Society of Pension Professionals and Actuaries (ASPPA).
Debbie Smith

Managing Principal, Founder, and Chief Operations Officer, Northwest Retirement Plan Consultants
Debbie has nearly 40 years of experience in the retirement plan industry encompassing all facets of retirement plan administration and firm management Her specialties include personnel management and career development, financial modeling and forecasting, workflow and CRM data base development, profitability analysis, and management of strategic partnerships. In her role, she is primarily focused on client consulting, sophisticated plan design, and all aspects of retirement plan operations.
Debbie has considerable experience working on large, national/multi-location/audited plans. Debbie also spent many years of her career working in the daily valuation/recordkeeping environment where she was tasked with managing the relationships and administration of the firms’ largest clients.
Debbie has earned industry designations through the National Institute of Pension Administrators (NIPA) and the American Society of Pension Professionals and Actuaries (ASPPA).
Jeffrey Daby

Jeff joined Associated Pension Consultants (APC) as a Consultant in 2007 after several years in the retirement plan business prior. He earned his Bachelor of Science degree from the University of California, Los Angeles in 1999.
Jeff focuses on cultivating new business opportunities and enjoys educating clients and financial professionals about the intricacies of plan design, tax planning strategies, and their integration with successful business development. He maintains a high-touch service model that’s both efficient and fosters close relationships. Jeff regularly provides training to professionals in the tax preparation and financial advice sectors.
Jeff resides in Shingle Springs, CA with his wife, Leahe, and sons, Gavin and Austin. He is a passionate outdoorsman, with particular interests in hunting, fishing, and water sports.
Bob DeMontigny

Vice President of Operations, Associated Pension Consultants
Bob joined Associated Pension Consultants (APC) in 2006 in the compliance department providing quality control for all aspects of the annual process. Bob began his TPA career at another California Bay Area Third Party Administration firm in 2001.
In 2009, after earning his APA designation through the National Institute of Pension Administrators (NIPA) he moved into the Consulting division of APC, building long-term relationships with industry professionals and clientele alike. Bob’s educational focus was in both English composition and accounting.
As Vice President of Operations, Bob develops and implements processes that poise APC as an industry leader in the third party administration space.
